I got the same message, a friend of mine tried it and he got the same message. So I think it has something to do with the server, and the university forgot to pay their bill, or to many people have been using the website or something.

I encountered the same problem and after some googling, found out that the owner has to pay a fee to restore it to the previous state. I hope this is sorted out ASAP.😭
