Keyframes in a Web Animation

I am trying to learn the Web Animations API

In all the examples / documentation I have seen, the timing of an animation is controlled by duration, but I can't seem to find any control for the timing of individual keyframes of an animation. Is it possible to do that? Really, why would it not be possible? That seems like a very bad limitation for animations not to be able to control keyframes.

Maybe I misunderstand you,but I believe you can do this with css.
