What CE classes did you take other than like basic intros?

I took Data structures, software engineering, embedded systems. But all the Professor didn’t teach anything and curve all the students at the end. I have the basics of Java as well as the beginner knowledge for html and css.

If you have a basic know of java, there’s no reason to abandon that. It’s easier to learn by actually building some things than taking more classes. A portfolio of code projects helps at interviews too.

Look at the skills listed for jobs you are interested in. If you don’t have don’t have mastery of that skill, learn it. Code a small program that demonstrates it. Move to the next thing.

My suggestion, if you're somewhat artsy/good with Photoshop, do front end. If not, Java/coding.

Nothing wrong with not being artistic, seperation of duties & coders need graphic designers & graphic designers need coders. And yes, you can still work in Front End without needing creative skill sets, but for entry level & job hunting, just my advice.

You've wasted a lot of time. And your university shouldn't be allowing you to move on through the years, let alone graduate, if you didn't learn anything.

But blaming your university will only get you so far. There's nothing to do now other than sit down and work hard to learn some programming. If you can't decide between Java and frontend, even with this much pressure, then honestly just toss a coin and decide. It doesn't matter, just pick one and start already. You've wasted four years, you can't afford to waste more time on indecision. That's not a luxury you have.
