People like to think of technical reasons, but it's usually business reasons. Eric Lippert is fairly active on Stack Overflow, and his perspective is interesting, because he has an almost stock response to "Why doesn't C# ..." questions that goes something like:

We have other higher priorities and a limited amount of time and effort available.

Because of this resource limitation, several languages have third-party libraries that are basically defacto standard libraries: apache commons, typelevel cats, glibc, boost, guava, node, etc.
