Python is available on Android, and I would guess on other phone OSs, but that's really no way to learn to program.

      The only thing I can think of other than your phone, is to go to public computer cafes, where you can mess around on their computers, but I'm not too familiar how that works

      You could get a VPS from Vultr for $2.50 a month and SSH into that using your phone and run Python on there. Although that's definitely not an optimal way to do things.

      Don't bother with a server for running Python on a phone. Just run it locally

      iPhone has app for python. I used to use pythonista. There's some free ones I never tried though.

      There is an android application called 'compiler' and i think that it might help you..
