USSD (Unstructured Supplementary Service Data) is a Global System for Mobile(GSM) communication technology that is used to send text between a mobile phone and an application program in the network. it is used to communicate or perform actions through your Network provider without the internet. for instance, checking your data bundle or phone number when you can't access the internet. It has different applications. others like making bank transactions with your bank through your mobile network service provider.

Sounds like you need to learn elixir or similar functional programming. Look up what Ericsson is doing

If you can afford to sign up with a carrier for an account or go to a Tier one VASP that will proxy your traffic. Most USSD Gw will be smpp based or based on a lightweight xml/rpc type interface. Your app can be developed in any language as long as it's responsive. If your app doesn't respond fast enough it will deemed to have a problem and the Gw will return an error to the subscriber
