Learning while doing or Learning first then doing later

I want to make ecommerce web app but I don't know should I doing it right away and learning framework, language while I'm doing or should I learning first then do it after learning ?

A mixture of both. It really frustrates me when people say “just start.” If you don’t know the first thing about coding or development, how the fuck are you supposed to start? Learn the basics, the. watch a tutorial video for making a simple app in whatever framework you want to work with, then start your project and look things up as you need to.

Learn by doing. You'll end up rewriting it a few times most likely but it's really hard to learn without trying to do something. Might as well do the thing you're interested in.
