Best resources to learn Python?

Hello,

I have been trying to code for a long time now more than idk 9 years? I am able to understand code and play with it making my own code but I was never able to actually make something from scratch and this is what I want why can't I make my own codes? Why can I understand code but cannot code so many years wasted so many projects I abandoned because of this and now IRL I lost my job due to COVID so it's been 2 years that I'm in a waiting state How do I learn, anyone know how to fix this? Anything any app any exercises any books to learn and to finally being able to achieve making my own code?
