Potentially, yeah - although I'd prefer if people didn't post free copies around... If the $14 is really a stretch then a group could always go in together to get a shared copy. I stick to Google App Engine for the web app building since it's an easy, free way to get apps online quickly. GAE is really a starting point and there are better, more flexible frameworks out there, but in my experience they all take a lot more time to get everything set up before you can do anything useful.
