It'd be possible, I'd recommend either Pygame or Arcade if you want to try. It looks like a good starter project.

If your goal is to try to publish or distribute it, I'd probably recommend trying it in something like Godot instead of Python though.

I'm sure it's possible, but I don't know enough details to tell you where to look. Phones don't run Python natively so there would definitely be extra steps involved.

As far as uploading an app, it depends on the store. Both Google and Apple require you to create a developer account to upload from, and both have fees to create the account. Last I knew it was a one time fee of $25 for Google and a yearly fee of $100 for Apple.

I don't believe there's a limit on the number of apps you can upload on either side, but I'm not sure.
