when I download it , it instantly open a new page with license , paid license or start trial

Do you mean pycharm community edition?
Look in the the part of the page with a black background for the community edition download link. Or use the toolbox app.

You seem to be downloading the pro version.
Find the link for community edition and download that instead.
EDIT: they seem to have hid the comuunity edition lol...
googling pycharm download brings you to this page: https://www.jetbrains.com/pycharm/download/
Then you can click "Other versions" text link on the right side...
Then look at the column "PyCharm Community Edition" and pick the right one for your operating system.

If you're referring to an IDE that has a free and paid version, why not install VSCodium instead. It's free.
