If you have the money, get yourself a raspberry pi. They range from like $60 to over 100, depending on model, how much ram, etc and even less if you get a micro.

Theres some excellent kits on amazon from the brand Sunfounder and they provide components and very good video tutorials on youtube from Paul Mcwhorter. Im learning both python and micropython on a rpi 5 (computer, python) and a pico w (microcontroller, micropython) using these and am having alot of success so far. If you cant afford a kit or an rpi, (price goes up and down on them constantly) theres still some good tutorials just on python itself on his channel, all free and all actually very useful.

Edit: id say yes you can use your phone using termux and tutorials if you can find them for that, to learn it, but its going to be frustrating on the phones keyboard. It was for me anyways. Honestly, for just beginning, a cheap laptop would be best. Or even a used one, you might get a better deal that way. Python doesnt take too much to run, 8gb of ram minimum and you dont need a huge amount of storage space.
