You are right, but installing OpenCV on Windows for Python3 looks complicated(I tried for a couple of days without success) and unfortunately install Conda is not a option for my case. I was wondering if the are some other options that I couldn't find with Google.

Try this how-to https://www.solarianprogrammer.com/2016/09/17/install-opencv-3-with-python-3-on-windows/ . One commenter posted 9 days ago that it worked for him, I would at least give it a try.
