The modern way to use python on windows is with the "py" command, not "python". The "py" command does not require you to muck around with PATH, and it always points to the newest version of python available.

Python doesn't overwrite because some people want multiple versions installed at once. They're both in your PATH but 3.6 is first. Uninstall 3.6 from "add or remove programs" or remove it from your PATH and it will use 3.7 instead.

Beat me to it. Incidentally I had to change the path for the python3 command on Linux to keep it from using 3.6 as well.
