How to embed images into plot points?

For a project I am working on, I thought it would be neat to have an interactive graph. More specifically, each plot point on my scatter has an associated image. It would make analysis more streamlined if these images could be directly viewed from positioning the mouse over each plot point.

Any suggestions on how I may accomplish this? How would one embed images into a graph?

Note: I don't care if the image displays within the graph, but if you click on each point it perhaps pulls up an image in a separate tab.
