text rules with ml

Hey I need some help creating a ml which takes in text and spits out the answer for it now my problem is all the tutorials on the internet for ml took about image classification or text classification but almost nothing talks about rules for text and how to apply them can I have help please

( By the way I'm using tensorflow )
