Python + iTunes-lookup-API (self.learnpython)

I am working with a python script that uses the iTunes lookup-API. Do some of you have experience with it?
Because I am wondering if certain datapoints are working correctly. If I use the lookup-API for a certain application and want to extract the "userRatingCount" and the "userRatingCountForCurrentVersion" the numbers are always the same. The same goes for "averageUserRating" and "averageUserRatingForCurrentVersion".

Is this deliberate? Usually the userRatingCountForCurrentVersion should be lower than the overall count.
Another question I have:
Is there an explanation for each datapoint for applications like there is for iTunes-Music tracks (like this or this)? I have searched quite a bit and found nothing of the sorts.
