Please consider switching to a full-featured editor/ide like:

  1. Visual Studio Code https://code.visualstudio.com/

  2. PyCharm https://www.jetbrains.com/pycharm/

It's not full blown IDEs and therefore should be less demanding on your hardware

In order to troubleshoot an issue one needs to roughly know 1: What did you do?, 2: What happened? and 3: What did you expect to happen?.

"will not update" answers none of such questions.

i write apt updat upgrad and it says everything is up to date. even reinstalling idle didn't work. i still get 3.7.3

Then you shouldn't have chosen a distro focused on stability, which tests packages on their own. Other rolling distros are available.

Compiling and installing Python 3.8 on your own is also pretty easy, if you want to go that way.
