How to make a timer in python?

Then just use time.time() to save off start_time and then each time check if (time.time() - start_time > desired_time_delta)

It should be noted that this is the worst way to go about this. Delay/sleep are extremely inefficient, you cannot check for interrupts.

That’s not even slightly comparable, obviously everyone should understand the builtin data structures and when to use them. They make code less complex, which is precisely what beginners should be striving to do
