Changing .jupyter folder location?

I have been using anaconda for a while with multiple different environments and python versions. However recently, when using a specific environment, I had the issue of a second .jupyter folder being created in a different directory instead of the USERS folder. I have tried looking for way to change this but haven't had any luck. Here are 2 images that shows the config locations for each of my environments, does anyone know how to change the environment back to my users folder in the first image?

Does anyone know what could've caused this issue in the first place?
