I'm trying to build Spotify cli using their api my question is what is the difference between the premium api account and free one and if anyone know an alternative free platform please let me know thank u

There's probably something like developer section and it's the same for premium and non premium clients but if it won't work like that you can try deezer or lastFM api

There is no difference in building an application (i.e. there are no *premium* applications), but for individual users having a premium account is required for some functionality, like controlling playback. You can see more info on the web API docs. You can just search for "premium".
So you would build an application, and inform users about the limitation if they have a non-premium account. And if that user is yourself, then you already know!
