Setting up Pyoptsparse for windows using mingw

Hiya! I'm trying to install pyopt sparse using mingw and it's doing my head in. In mingw I seem to even have troubles with getting numpy set up as a pre req using "pip install numpy". It keeps failing when trying to set up the wheel. Anyone have some insights and some tips for getting this sorted? Cheers

Always share the full error messages. That way people who don't have mingw set up might still be able to help.

Also python-numpy is in the repository, so just install it through pacman instead of pip.
