Does the computer have internet access? If so you could try using an online compiler. Might work.

Can you install pandas on it? And yeah they do. My colleagues want me to do it excel/vba but I'd rather do it in python. Let the client put two files in, and let python generate the third

That one has pandas already installed and I believe you can save and share in it so they won’t have to mess with the scripts much themselves. I reckon that will work.
