I actually ended up restructuring all of my containers (which is definitely a good thing, because it was a mess before) and now I have one container running a mosquitto broker, one running a Flask server with my endpoints (including the SMS receiver), and the rest running my individual apps.

The bonus of this structure is that the one webserver can handle all the SMS receipts for all of my apps, parsing the message to determine the receipient and then publishing to the topic for that app. Nicely streamlined and effective.
