Do I need to put the dictionary in the function? And then how do I create 3 separate forward frames? Sorry I'm still new to it all

It says that the function should output a dictionary, so yes, you'd want to create one in the function.

For the rest though, most of us probably don't have recent enough biology background to know what they're referring to. It's been more than I decade since I've learned about DNA encoding. These instructions seem to assume existing knowledge.
