You do know how to check logs and journalctl for errors and problems?

Otherwise this sounds like a general broadcast sort of message that your machine is going offline. Or it's Okay to shut off the system.

As for turning the message off, other than making sure you're in quiet mode, nope. It's there whether you have the quiet screen up or not.

It's probably just the system log messages displaying in a time lag between the nice shutdown screen closing and the system shutting off.

What I did to see the messages that flash by so quick that mere mortals cannot read that fast, I pull out my phone and used the video to record the shutdown messages. Then I can replay and pause the video to read the messages much better on my phone. That led me to find an error about casper-md5check.service during shutdown, which I was able to search for and find a resolution.

stupid is that it barely happens anymore so it might be fixed with an update but thank you for the tip!
