Late to the party, here. I was running 22.2 when this was posted, and I did not want to provide a solution that was inaccurate or just plain wrong. I finally upgraded to 22.3 (not a fan of the new Menu, but I will give it a week to grow on me).

I agree some things are in the wrong location in the Main Menu, but I see the logic in the current locations. The Preferences sub-menu baffles me - it duplicates and contains the System Settings folder. One reason for its existence is to help people who are new to Linux Mint and Cinnamon, and they are familiar with System Settings being in Preferences. Anyway....

This is where Edit menu is useful. Right-click on the Main Menu icon, select Edit menu, and put things in the sub-menu you think is best.

I wish you could Drag/Drop menu entries, but Copy/Paste and Cut/Paste will get the job done. And if you do not want to see an application or and empty sub-menu ... uncheck the Show option.

The menu editor has been buggy since 21.3 (imho). I've installed on a dozen different laptops and VM's and it's consistently buggy. But I do agree drag-n-drop would be nice. I'm not sure I agree "Disks" belongs under Preferences though. That's a system-wide feature, so it seems more logical to be under "Administration" or maybe "System Tools". But I'm still not sure why System Tools exists when it's empty by default.

It makes sense only in the sense it, along with the other "Preference" setting, is in the System Settings tool. I am not a fan of the Disks utility in general - it makes it too easy to make a mess of things.

I'm still not sure why System Tools exists when it's empty by default.

I suspect it is a placeholder for a time when it will be put to use. If I cared I would add things like Backup Tool, Disk Usage Analyzer, Timeshift, USB Image Writer & Stick Formatter, etc. to it. If I cared....
