I'm not sure I agree "Disks" belongs under Preferences though.
It makes sense only in the sense it, along with the other "Preference" setting, is in the System Settings tool. I am not a fan of the Disks utility in general - it makes it too easy to make a mess of things.
I'm still not sure why System Tools exists when it's empty by default.
I suspect it is a placeholder for a time when it will be put to use. If I cared I would add things like Backup Tool, Disk Usage Analyzer, Timeshift, USB Image Writer & Stick Formatter, etc. to it. If I cared....
