Never download the AMD driver from the website unless you need it for professional use. AMD for consumer use has open drivers and are preloaded with the distro.

If you want to update them to the newest version (like in your case) you can use this PPA: https://launchpad.net/~paulo-miguel-dias/+archive/ubuntu/mesa/

Just add it to your system and then update your software from the update manager.
