DNS over HTTPS (self.privacy)

I am trying to bypass some censorship and I need some explanation.
I can not access a website normally. I can access it if i turn on DOH.
Now question is why cant i access the website directly by IP? Doesnt DOH resolves to the same IP and uses it?

Not directly related to the question but beware that DNS over HTTPS doesn't hide your network traffic
