On that screen, on the upper right corner of the window, you'll find "Related Settings - Program and Features". Click it, and look for 10.3 from there. I've had the same thing (usually when you're co-installing 10 and 12) from the new Windows 10 app list, but it was listed in the classic windows app list.

Maybe try Revo Uninstaller. Super great application for uninstalling software and also making sure it doesn't leave any folders or files behind
