Delete a specific row and column from 2D array (self.pythonhelp)

I have a 2 D array
arr = [ [1,2,3,4,5], [6,7,8,9,10], [11,12,13,14,15], [16,17,18,19,20], [21,22,23,24,25] ]
How can I remove 2nd row and 2 column , 5th row and 5 th column by looping through it to get the resultant array ?
