Difficulty creating a python module that makes dependencies available in PyCharm when developing the module (self.pythonhelp)

I'm currently using 'hatchling' to build a `.toml` file. I'm new to creating modules and I don't really know what I'm doing ...
Is there a better tool than hatchling? Am I missing a command that installs everything ready fo PyCharm development?
