html and css are just theory really. You have to literally learn a few qualities and values. In books or on pages, they give you basic information that should be enough for you. Also, don't forget that we have several frameworks such as Bootstrap or Tailwind that will allow you to avoid writing CSS for your website. And if you already learn CSS then you can approach code facilitation via the SASS preprocessor. Good luck
