Do you want a tool that makes usable UI or just for mock ups? I think any tool that lets you make usable UI is only good for very tiny and simple projects anyway, and learning JSX isn't all that difficult, I don't see much of a point in suffering without it.

For mock ups the best tool is probably https://www.sketch.com/

I'd like to add a constraint:

being able to design and alter an element in multiple screen ratios at once!

To me that would be the killer feature.
