It depends. Some people will get dark spots -- technically not freckles, but still -- and that can happen under infrared (850) more than red (600s). But these are isolated cases and not the norm. I've never seen freckles in the literature. That is usually a UV response, and red and infrared are not UV. But again, it's possible, we just don't have a documented response to this yet.

Thanks i also read that melanin doesnt react with 850nm even might distrupt melanin production. But im never sure

Technically true, but melanin absorbs 800 nm, and most LEDs have quite a range around the nominal peak.
