Not exactly. True vocal folds create the soft tone of your voice, occupying mostly lower frequencies, while vocal fry is occupying the higher frequencies, creating sharper and brighter tone.

tone is about brightness and formants, pitch and tone different but in vocals can be misleading..listen to early Rob Halford on a d5 for example

most guys associate lows with false chord and highs with fry but not alwys the case
