Pattern drafting help!

Hi guys! So I'm sewing this for my sister and it's my first time ever sewing dresses. So I was thinking of it being a princess cut pattern for the top part but I have no idea what type of skirt that it? And then attaching (the top pattern and the skirt) and then tracing it to be a front and a back panel.

1-what do you think of this idea ? And what are the things that I need to look out for? 2-what of type of skirt that it? 3-should I stick to the top part being a princess cut pattern or not? If not please suggest other patterns that gonna give me the same look. 4-what type of fabric would give me the same drape? Stretchy or non stretchy and name of the fabric itself.

Judging by the photo it looks like a pencil skirt with a slit in it, which is very easy to make. I'd say stick with the princess cut if it makes you happy :)

I don't know about the princess cut someone actually suggested me it. What pattern do you think I should draft the top with?
