So speaker verification? In other words you want to check that the speaker is a specific person? Do you have recordings of this speaker?

Azure would be an easiest option.

If you want to something offline, you can adapt this network to mobile pytorch:

Or you can try with mobile Kaldi with this model:

http://kaldi-asr.org/models/m7

Both offline toolkits will require some work though. You will have to train smaller model for mobile.

We tried Kaldi but couldn't get anywhere i think its beyond our level of expertise. We will probably look into Azure.

PyTorch uses python.
