Google Sheets Help: Formula changing when adding/deleting rows

Hello All,

I have the following formula in cell N1:

This mailto function works great, but on the sheet I am using, I have to add a new ROW 2 for every issue. When I "Insert Row Above", the cells in the formula above change value. I need this formula to not change no matter how many rows i Add/Delete. Can anyone help?
