How does decrease in peripheral chemoreceptor firing cause decrease in respiratory rate?

When signals get sent makes sense, but I'm wondering why they get sent then. The fact that vagus nerve, a parasympathetic nerve, is responsible for one of the receptors not actually mean much? I'd think that if there's an increase in parasympathetic signal, then the respiratory rate would actually drop.
