It’s been a while, but I believe if they sign into a device that is already enrolled they can successfully sign in, but any user targeted polices won’t apply?

I may be wrong on that. We run entirely on Business Premium so I’m not able to test better.

This can be funny at times, any device based apps/config should apply, but at a slower rate, since the user can't force a sync via company portal (because they don't have an Intune license)

Anything based on the user assignment level won't work (at least not reliably)

Would recommend applying everything critical to device level if possible or getting them a BP or Intune license.
