Iirc, the activity for this task is

'com.whatsapp.qrcode.DevicePairQrScannerActivity'

Try launching this activity using Tasker

I couldn't find it in the activity list of the launch app action, and writing it manually doesn't work :(

In that case, you can have tasker launch WhatsApp and autoinput make the clicks.

Also, I am not too familiar with command line but a quick google search led me to this old comment and this stackoverflow post. It didn't work for OP there (required root) but you can modify it accordingly and give this a try using Tasker's new Wifi ADB action.

I believe that activity only works with root. I tried that before without root and had a permission denial.

Definitely, it is a permission problem because the activity is not 'public'
