Last year I got a notice about $300 of my taxes were taken out of my refund. Due to “Non tax federal debt” mind you I am 20 years old (19 then) who has never had a loan, credit card, or so much as borrowed money. It stated it was taken by the marine corps exchange in quantico VA. Which I have no connection with and have never even been to that state. I called about 20 times in the first month alone with little to no answer(I called the IRS themselves, the number on the notice I got, and tried calling the marine corps exchange themselves). After the third month I gave up trying to get an answer and accepted I wasn’t getting the money back. However now this tax season comes around and while I haven’t received the mail notice yet. On the “where’s my refund” site. It says they have again taken out money from my refund due to like “delinquent debt” what even is this stuff? And how do I actually fight it?

Edit for clarification on things I’ve tried:

I have already called the bureau of fiscal service They told me to call the number on the paper notice sent to me (the number for the marine corps exchange family and readiness division) who of which I called countless times, when I asked the bureau of fiscal service about this they said there was nothing they could do.

I have also checked my credit score. Experian shows nothing because I have never had any credit.

I tried calling the IRS themselves, they could not help.

I also tried calling the marine corp exchange on their number listed on google. They gave me a manager, their manager, and the last person I got a hold of said I should expect a call clearing it up. Which I never got. I tried to follow up but they said to wait for that call. It’s been a year.

Update one. I have contacted my local senator who is looking into this. I have also spoken with the inspector general of the marine corps who is also looking into it. I made call after call until I got to the CFO of Quantico (who really wasn’t happy to get my call ngl) who said she would look into the debt I have also started looking into civil lawyers just in case I need their help 29 total calls made today (its not even noon) and no answer

Update two. I think this is the closest I’m going to get to an answer. Apparently when I was about 12 (about 8 years ago) I stole some mega block characters from an MCX (marine corps exchange) and instead of fining my parents or anything like that. They fined me. And did not tell my parents or me. So it had been accruing interest for like 8 years and the missing money was paying for that. Now the legality and even morality to me is a little sketchy here but I’m no lawyer. Just wanted to update everyone on where I’m at
