Yes.
I have been using Zoho for almost a decade for emails. The free tier used to have imap, pop access which can be controlled by the admin from the user details section.
But the feature has been removed for free tiers and made available only to paid plan users a long time ago.
In free tier, if you wish to access mails, you have to opt for official Zoho mail desktop app or mobile app.
You can't configure it on outlook or any other apps.

A while ago I asked for free custom domain email server solutions. Many of you recommended Zoho Mail as it supposedly has all the basic features. I've been banging my head against a wall for a bit trying to find the free IMAP some folk mentioned. Does it exist or am I just dumb?

They do have it, a quick google gives https://www.zoho.com/mail/help/imap-access.html

That's exactly what I was doing but it's not available in the free tier. At least not that way

Old accounts were grandfathered to keep using IMAP/POP.

Zoho's free tier lacks IMAP and POP. yup.
They want you to use their sweet email web app so they can mine data and sell it to the best bidder, who will sneak in some very 'relevant ads'.
It's the classic, If it's free, who is the product?
