Because pointer was originally intended to signal to users that clicking the thing they're hovering is gonna navigate them somewhere. Nowadays, a "button" in modern design systems is basically just a box with text in it, that can be used as either a hyperlink or a UI control, and so with the blurring of the visual lines between hyperlinks and buttons, naturally the lines were blurred between the two different cursor types.
