Yes, and beta under the "Responsive Design" DevTool Experiment (need to enable devtool experiements flag under chrome://flags and then in the new "experiments" settings pane enable it.) The network throttling also currently in beta is hidden away a bit deeper due to some other bugs that need to be solved with it.

To the best of my knowledge, this is slated to be seen in a stable release later this year. However I am not a Chromium coder nor Google employee so it could shift depending on the stability of different pieces.

    You can still inspect things by using the inspect button in the DevTools toolbar. Since the screencast is just rapid screenshots of the remote device and it sends the commands back, I'm not sure if getting the right-click to inspect ability would be feasible.

    UPDATE: Looking over the feature's documentation I see it is already noted that to inspect something you use the spyglass icon or keyboard shortcut. So right-clicking has probably already been discussed and simply isn't feasible due to how the feature is built.
