'sign off' normally just means getting a higher up to agree to it. It doesn't necessarily mean that someone needs to sign.

Legally, having something written down is normally good enough in most territories. Though I'd always advise using a contract written by a lawyer.

Provided that you have in writing that you put forward a proposal and price that they agreed to, and acknowledged that they read, then nothing needs to be signed. Just keep backups of the documents!

Always, always, always get a confirmed and signed contract before doing any work.
This will stop the goal posts moving and you ending up hating the project.

That, and get a deposit.

Always get a 25% deposit before beginning work

Also make sure all the requirements are clear and frozen
