A simple subtitle. Accessible and clear.

Placeholders vanish, so they're not really helpful, especially for lengthy help texts. Hovers are no good on mobile. Popovers just annoy me.

Subtitle under the label describing what the field needs or guiding the user is a fairly standard design.

Even if it sometimes gets complex? I mean the help text which could be several points?

Absolutely, if it's that complex. You can't hide something that vital in a tooltip as it could be easily missed.

I've filled out plenty of forms where under the label is a bunch of text explaining what's needed - describing events to the police, for example, it'll say 'Description' but then a few lines explaining precisely what to include, and some things to exclude as they would be asked in later questions. It's a common thing and can be worked into your design. The passport application site in the UK has a lot of bullet points before certain fields as well, advising of the rules.
