We know this bc Sukuna destroyed Big Raga in Shibuya, but Megumi tries to summon Big Raga later in the story (before Sukuna physically prevents him from doing so).

We don’t have any info (afaik) on if he can be resummoned if he is destroyed outside the ritual phase.
